What this shows
Each set has a different leader, which is what random draws look like. A ball that was physically off would keep its number on top in its own set, year after year. Numbers that are ahead overall land in several lists because of that overall lead, not because of a set. Past counts don't change the 6-in-46 chance in the next draw, whichever set is used.
